The offer is understood to be an initial £65m payment, with an additional £5m in add-ons.
It is believed that Brentford are yet to discuss the offer but there are suggestions that this is a lot closer to an acceptable offer from their perspective.
United have remained confident about getting Mbeumo and had been hopeful of adding the Cameroon international to Ruben Amorim's squad before they head to the United States for a three game Pre Season Tour on Tuesday.
Former Wolves forward Matheus Cunha and left-back Diego Leon are United's only summer signings so far this transfer window.
The saga of the summer so far
Many outlets reported that Mbeumo informed Brentford and Tottenham last month of his decision to sign for United, pending an agreement was reached with the two clubs after he gave the Red Devils the green light.
United had made public their intention to sign the forward but had an initial bid of £45m plus £10m in add-ons rejected, before a second proposal of £55m plus £7.5m in bonuses was also rebuffed.

United fans have been complaining that their club has spent recklessly in the past but have to now fear that their hierarchy are incapable of getting moves done. Getting this move sorted will start to alleviate these fears.
Why are United so desperate for the signing of Mbeumo?
Mbeumo joined Brentford from Troyes in 2019 and scored 20 goals while registering eight assists last season, helping them to a 10th‑place Premier League finish.
He should suit whatever style of football Ruben Amorim opts for at Manchester United next season. His versatility will be crucial as United aim to compete for Champions League qualification.
A Brentford supporter on Reddit commented: “He’s good enough to play for any side in the league, only Saka and Salah he wouldn’t start ahead of”
